Sealed Bids will be received by Orange Water and Sewer Authority from Bidders until 2:00 P.M., local time, on 22nd, January 2019 for CIP Nos. 278-51, Project: Mason Farm Wastewater Treatment Plant Solids Handling Improvements, and 278-82, Project: Mason Farm Wastewater Treatment Plant Headworks Corrosion and Odor Control Improvement in the Administrative Offices, 400 Jones Ferry Road, Carrboro, North Carolina 27510, at which time the Bids received will opened and read aloud.

Bids will be received for a Single Prime Lump Sum General Construction Contract. The Contractor and all Subcontractors shall have valid North Carolina General Contractor’s Licenses for the type and value of the work to be performed.

The following Bidders have been prequalified to submit Bids for the Project:

1. Carolina Civilworks, Inc.

2. English Construction Company

3. Dellinger, Inc.

4. Haren Construction Company, Inc.

5. Wharton Smith

6. Turner Murphy Company

7. Laughlin-Sutton Construction Company

8. Gilbert Engineering Company

9. State Utility Contractors, Inc.

Only Bidders who have been prequalified may submit Bids on this Contract. Bids received from Bidders who have not been prequalified will be returned unopened.

The Project consists of two phases of work including furnishing all materials, labor, equipment, tools, etc. unless otherwise specified, for the complete and operable installation of:

PHASE A – Solids handling improvements project

1. Demolition of three existing gravity belt thickeners and associated equipment on the upper level of the Solids Handling Building.

2. Demolition of thickened sludge hoppers and pumps, filtrate piping and pumps, and polymer equipment on the lower level of the Solids Handling Building.

3. Demolition of the fermented primary solids pumps in the Digester Building for Digesters 1 and 2.

4. Demolition of the in-ground biofilter.

5. Installation of solids blending tank outside the Solids Handling Building.

6. Installation of thickener feed pumps and blending tank recirculation pump on the lower level of the Solids Handling Building.

7. Installation of three rotary drum thickeners and associated equipment on the upper level of the Solids Handling Building.

8. Installation of a thickened solids hopper, thickened solids pumps, and piping on the lower level of the Solids Handling Building.

9. Installation of filtrate collection piping, wet well, and transfer pumps on the lower level of the Solids Handling Building.

10. Installation of polymer transfer, storage, and dilution units in the Solids Handing Building.

11. Installation of fermented primary solids pumps in the Digester Building for Digesters 1 and 2.

12. Installation of new two-stage bio-trickling filter/ bio-filter air treatment system for odor control near the Solids Handling Building.

13. Replacement of potable water, protected water, and non-potable water piping in the Solids Handling Building.

14. Replacement of heating, ventilation, and air handling systems for the Solids Handling Building upper level and lower level pump room.

15. Architectural and structural improvements including door replacement, new doors, wall demolition, exterior canopy, safety equipment, and signage at the Solids Handling Building.

16. Electrical improvements for power and controls of new equipment.

17. Controls integration with plant-wide SCADA network.

PHASE B – HEADWORKS CORROSION AND ODOR CONTROL IMPROVEMENTS PROJECT

1. Decommissioning and relocation of temporary carbon treatment and air piping system at Headworks flume at the direction of the Engineer.

2. Installation of new level instruments, power and controls in Splitter Box 1 and temporary removal and replacement of level instrument in Headworks flume, as well as integration of new controls with plant-wide SCADA system, as defined in the CITI scope of supply.

3. Demolition of existing cover system and supports over flow diversion box, flume, and effluent box and installation of new cover system.

4. Demolition of existing odor control ductwork, installation of new ductwork and balancing of airflow in system.

5. Demolition of existing gates and installation of new gates.

6. Installation of permanent gravity bypass and appurtenances.

7. Demolition, replacement, and epoxy coating of concrete wall surfaces in flow diversion box, flume, effluent box, and overflow box.

8. Structural modifications to Junction Box 3 to accommodate bypass system.

9. Provision and operation of temporary pumped bypass and diversions to accomplish the Work.

The foregoing description shall not be construed as a complete description of all work required.

Beginning on 20th December 2018, the Contract Documents will be on file in the Administrative Offices, 400 Jones Ferry Road, Carrboro, North Carolina. Printed copies of the Contract Documents may be obtained at the office of CDM Smith located at 5400 Glenwood Avenue, Suite 400, Raleigh, North Carolina, 27612, upon payment of $250 by check (non-refundable) payable to CDM Smith for each set of Contract Documents (full-size plans only) so obtained. Partial sets of Contract Documents will not be made available. Mailing and handling charges are included.

The Contract Documents may be viewed free of charge at the in the Administrative Offices, 400 Jones Ferry Road, Carrboro, North Carolina; and the office of the Engineer, CDM Smith located at 5400 Glenwood Avenue, Suite 400, Raleigh, North Carolina, 27612, Mondays through Fridays, between the hours of 9:00 A.M. and 4:00 P.M.

Bidders shall attend a mandatory Pre-Bid Conference at 2:00 P.M., local time, on 9th January 2019 at the Mason Farm Wastewater Treatment Plant, 170 Old Mason Farm Road, Chapel Hill, North Carolina.

Orange Water and Sewer Authority has adopted a minimum ten (10%) percent goal for participation by minority businesses in the total value of the work for this project in accordance with Section 143-128.2 of the General Statutes of North Carolina.

Each Bidder shall be licensed under Chapter 87 of the North Carolina General Statutes. Bidders are notified that “An Act to Regulate the Practice of General Contracting,” was ratified by the General Assembly of North Carolina on March 10, 1925, and that this Act and subsequent Amendments, will be observed in receiving and awarding Contracts.

Each bidder is required to submit a Non-Collusion Affidavit pursuant to Section 133-30 of the General Statutes of North Carolina.

To ensure that all Bidders are kept up to date on any Addenda, changes, or information notices, please send an e-mail to: treadwayjb@cdmsmith.com indicating your intention to prepare a Bid for the Project. Failure to complete this step may render your Bid as non-responsive.

Each Bidder is advised that the Work may be inspected and supervised by an Engineer or firm under the direction of Orange Water and Sewer Authority. The Engineer or firm may also be

involved in the identification of specific repair areas and the proposed method of repairs for the Work.

Orange Water and Sewer Authority requires Phase A of the Project to be at Substantial Completion within 420 consecutive calendar days from date of Notice to Proceed and Phase B of the Project to be at Substantial Completion within 180 consecutive calendar days from date of Notice to Proceed. Phase B of the project is required for Final Completion within 220 consecutive calendar days from date of Notice to Proceed. Final Completion of all work is within 460 consecutive calendar days from date of Notice to Proceed

No Bid shall be considered or accepted unless at the time of its filing the same shall be accompanied by a deposit of a certified or cashier’s check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation (FDIC), in an amount equal to five percent (5%) of the amount of the Bid. The check shall be made payable to Orange Water and Sewer Authority. Said deposit shall guarantee that the Contract will be entered into by the successful Bidder if the Award is made. Such deposit of certified or cashier’s check may be held by Orange Water and Sewer Authority until the successful Bidder has executed and delivered the Contract Documents, including performance and payment bond, to Orange Water and Sewer Authority and returned or kept in accordance with North Carolina General Statute 143-129.

In lieu of the certified or cashier’s check deposit mentioned above, the Bidder may file a Bid Bond in the same amount executed by a corporate surety authorized to execute such bonds in North Carolina and conditioned as provided by North Carolina General Statute 143-129 and on the form(s) found in the Proposal section, or on file with the Engineer. Bid Bond forms enclosed as part of the Bidding Documents must be properly executed at the time Bids are submitted before a Bid will be considered. Properly executed Power of Attorney of the corporate surety’s agent shall accompany such bond and be attached to the page provided therefore in the Bidding Documents.

Bids shall be submitted under a condition of irrevocability, except as required by law, for a period of one hundred twenty (120) calendar days after the Bid opening.

Orange Water and Sewer Authority reserves the right to accept or reject any or all Bids, to waive any and all informalities, and to disregard all nonconforming or conditional Bids or counter Bids, and to accept the Bid that will be in the best interest of Orange Water and Sewer Authority.
