Project: Lower Walnut Creek Sanitary Sewer Improvements

Separate sealed Bids will be received from prequalified general contractors until 2:00 PM, Wednesday, November 15, 2017, at One Exchange Plaza, Suite 620, Raleigh, NC 27601, at which time and place bids will be publicly opened and read aloud for the construction of the Lower Walnut Creek Sanitary Sewer Improvements project.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract.

A Mandatory Pre-Bid Meeting will be held at 2:00 PM, Thursday, October 26, 2017 at One Exchange Plaza, Suite 620, Raleigh, NC 27601.

The Project consists of the following major items:

Base Bid - Approximately 16,400 LF of 72” and 66” diameter fiberglass-reinforced polymer and reinforced concrete fiberglass lined or PCCP PVC lined gravity sanitary sewer installed by open cut with approximately 60 precast manholes. - Approximately 455 LF of 72.5” OD fiberglass-reinforced polymer jacking pipe installed by a single-pass microtunnel. - A three barrel inverted siphon sewer with polymer concrete inlet and outlet structures. - Rehabilitation or replacement of two (2) existing concrete junction box structures and two (2) existing concrete inverted siphon inlet structures.

Alternate Bid - Installation of precast polymer concrete manholes in lieu of standard precast concrete manholes at select manhole locations.

Bidding Documents may be examined at the office of McKim & Creed, Inc., 1730 Varsity Drive, Suite 500, Raleigh, NC 27606, at the Owner’s office, and at:

ConstructConnect, online.; Dodge Data & Analytics, online.; Raleigh-Durham Minority Business Development Center, Raleigh, N.C.; Hispanic Contractors Association of the Carolinas, online.

Complete Bidding Documents may be obtained at the office of McKim & Creed, Inc., 1730 Varsity Drive, Suite 500, Raleigh, NC 27606 upon providing a $250 non-refundable fee, made payable to “McKim & Creed, Inc.”, for each set of documents, which includes paper copies of the project Plans and Project Manual, as well as a CD of the Appendices to the Project Manual. There will be an additional $50 charge for printed copies of the Appendices payable upon request. Upon Issuing Office’s receipt of payment, Bidding Documents will be sent via UPS Ground unless requested otherwise by the prospective Bidder. If the prospective Bidder requests expedited UPS delivery, the prospective Bidder will need to provide a UPS shipping number and the documents will be sent out at the prospective Bidder’s expense.

With request for Bidding Documents supply the following information: Company name, contact person, street address, email address and phone and fax numbers for Bidding office; N. C. contractor’s license with limitation and classification; indicate if the firm will be a Bidder, Supplier or Sub-Contractor.

Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instruction to Bidders.

Bid Security in the amount of five percent of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders.
