MWBE Invitation to Bid – North and South Durham Water Reclamation Facilities Process Improvements,
City of Durham, NC
Wharton-Smith is a general contractor who is soliciting proposals from State of North Carolina HUB Certified, NC DOT Certified, and SBA Certified MBE and WBE subcontractors & suppliers for the City of Durham, North and South Durham Water Reclamation Facilities Process Improvements project. This project is scheduled to bid on August 16, 2017 @ 2:00 PM. Please submit your proposed scope of work to us at least 24 hours prior to the bid date and your firm pricing for that scope of work to us by 10:30 am on bid day. Project Scope of Work: Including but not limited to: (1) New screenings facility, fine bubble diffuser modifications, new aeration basin influent and effluent channel mixers, two new secondary clarifiers, two new RAS pumps, four new scum pumps, new sidestream equalization facility, new polymer feed facilities, chemical feed improvements, one new electrical building, and replacement of the Solids Handling Building Heat Exchanger at the North Durham WRF. 2. Demolition of the Plant A Thickening Building, Plant A Screw Pump Station, Plant A Blower Building, drying beds, and the canopy next to the UV Facility at the North Durham WRF. 3. New preliminary treatment facility, new equalization facility, fine bubble diffuser modifications, new aeration basin influent channel mixers, one new secondary clarifier, new RAS pump station, UV disinfection facility, polymer feed facilities and one new electrical building at the South Durham WRF.
Anticipated areas of work that will be subcontracted for this project are:
Surveying, Sitework (Demolition (complete structures and selective demo), clearing, grubbing, site preparation, dewatering, earthwork, erosion control, steel fencing, Hauling (Aggregate materials, clean fill, etc.), Landscaping (Final grading, planting schedule shown on South Plant C-61); Paving (Concrete paving and curbs); Concrete (Formwork, Reinforcing Steel, Cast-in-Place Concrete, Concrete Finishes, Precast Concrete, Precast Prestressed Concrete Hollow Core Planks, Concrete Repairs); Masonry; Metals (Structural Steel, Structural Aluminum, Metal Fabrications, Metal Stairs, Ladders, Handrails and Railings, Gratings, Access Hatches, and Access Doors); Roofing (Waterproofing, Dampproofing, Building Insulation, Firestopping, Built-up Bituminous Roofing, Single, Ply Membrane Roofing (EPDM), Flashing and Sheet Metal); Doors & Windows (Fiberglass Doors and Frames, Roll-up Doors, Aluminum Windows and Frames, Finish Hardware, Glass and Glazing, Translucent Skylight Assemblies, Translucent Wall Assemblies); Painting & Special Coatings on all structures; Division 10 Specialties (Louvers and Dampers, Signage, Fire Extinguishers, First Aid Cabinets);
 
Pipe, Valves & Fittings (Reinforced Concrete Pipe, Ductile Iron Pipe, PVC/CPVC Pipe and Thermoplastic Hose, High Density Polyethylene (HDPE) Pipe, Copper Pipe, Steel Pipe, Pipe Supports, Valves, Line Stops, Piping Insulation); HVAC (Split systems, ductwork and fans); Electrical (Electrical equipment, conduit, wiring, underground ductbanks)
If your company requires our help to establish a specific scope of work, which is economically feasible and realistic for your company, and/or if you feel a scope of work is too large for your firm to handle individually, please do not hesitate to contact us.
Please advise us should your company require special accommodations with payment terms, bonding or insurance in order to provide pricing for this project. Depending on the type of subcontract work, we may also be able to waive subcontractor bonding requirements to make it easier for your company to quote the work. Wharton-Smith, Inc. can provide assistance to qualified minority businesses in need of equipment, loan capital, lines of credit, or joint pay agreements to secure loans, the purchase of supplies, or letters of credit, including waiving credit that is ordinarily required. If establishing loan capital or lines of credit to purchase materials to be installed on this project is an impediment to your company bidding work, we will gladly work with your material suppliers to set up joint check agreements or assist in obtaining the same unit pricing as our suppliers to enable you to bid this project.

Wharton-Smith, Inc. will offer "Quick Pay Commitment" to all MWBE’s, which means a commitment to pay MWBE’s within 20 days after the Contractor confirms that the work has been performed and completed properly. Should the terms of this policy be unacceptable for your company, we will gladly negotiate terms; however these agreements should be complete prior to bid date.
