FIND-IT, FIX IT GRAVITY SEWER REHABILITATION

UNDER MAIN ROADS

GENERAL

Cape Fear Public Utility Authority (CFPUA) desires to contract with a consultant for professional engineering services associated with the rehabilitation and or replacement of existing underground gravity sewer systems in high traffic urban environments.

PROJECT SCOPE AND FUNDING

This project will identify areas where underground gravity sewer is at an elevated risk of failure while also having an elevated impact on travel on main roads in the CFPUA coverage area. Repairs or replacements will be made in the selected areas. These repairs will likely consist of a mix of state-of-the-art trenchless and full excavation methods. General areas have been selected based on age, built prior to 1975, and maintenance history. There are at least seven miles of roads with sewer underneath or immediately adjacent. A map of these areas is attached.

CFPUA has been offered up to $6,134,853. in eligible State Reserve Project funds to plan, design, and construct the project. CFPUA’s total project cost estimate is $12,269,706.

CFPUA will assign an in-house project manager to coordinate with the selected consulting engineer through the various project steps and phases. The consulting engineer will provide overall project management responsibility and grant administration effort as part of its scope of work.

The initial scope includes submitting an Engineering Report/Environmental Information Document ER/EID for review and approval by the Division of Water Infrastructure (DWI) no later than June 1, 2017. This will be followed by design and bidding phases. Construction phase services will be determined after DWI and CFPUA approval of the final plans.

The funding program requires projects to be awarded for construction within 24 months of the date of the letter of intent to fund (LOIF) and has specific milestones as follows:

1. Engineering Report Submittal June 1, 2017

2. Engineering Report Approval November 1, 2017

3. Bid and Design Package Submittal May 1, 2018

4. Bid and Design Package Approval September 4, 2018

5. Advertise Project, Receive Bids, Submit Bid Information, and Receive Authority to Award January 4, 2019

6. Execute Construction Contracts February 4, 2019
